Mr Randy Lim is a Director and Member of the Human Capital & Remuneration Committee on the Board of EM Services Pte Ltd.

As HDB’s Assistant CEO (Corporate), Randy oversees corporate governance and services in HDB and leads in the formulation of effective corporate strategies and policies to support HDB’s operations and services. He directs the 5 Corporate Groups in corporate planning, organisational excellence, human resource development, corporate communications, information systems/ technology, finance, and legal/conveyancing.

Concurrently, Randy is also HDB’s Chief Data Officer, where he sets HDB’s overall data and analytics strategy and oversee enterprise-wide data policies/governance, in regard to data usage and security.

Prior to joining HDB in 2009, Randy held several appointments in the Urban Redevelopment Authority including Corporate Development, Investment, Development Control, Town Planning and Information Systems.

Randy graduated from the University of California Berkely with a Bachelor of Science in Electrical Engineering and Computer Science. Subsequently, he attained a Master of Science in Computer and Information Sciences from the National University of Singapore and an MBA from The Wharton School, University of Pennsylvania.

Randy was awarded the Public Administration Medal (Bronze) in 2000 and the Public Administration Medal (Silver) in 2014. In 2023, he received the Covid-19 Resilience Medal.
